Three Postwar Eras in Comparison

A brief glance at twentieth century European history would suggest that wars and their aftermath produced the major turning points in its development. Three times - in 1918, 1945 and again in 1989 - Europe was confronted with major questions of restructuring and rebuilding. But can we really divide Europe's development into neat postwar eras? Why was the period 1945-1989 so much more stable and prosperous than 1918-1939? Has the end of the cold war changed the basis of the post-1945 settlement? This comparative collection offers some unique insights into these questions.

Until a few years ago I concentrated my attention on workers' compensa­ tion programs in the United States and Canada. Because the United States has 52 programs and Canada has eight, I was exposed to a diversity of approaches that caused me to believe that few other approaches existed. Since 1984 I have become more aware of what the rest of the world has been doing and discovered that my knowledge needed to be broadened significantly. The trigger action was a 1984 faculty research exchange agreement between Keio University in Tokyo and the University of Minnesota that made it possible for me to spend much of my time studying Japan's workers' compensation program and comparing it with the United States approaches. Japan's program had several features that I had not encountered in the United States or Canada. After this experience I attached considerably more value to and spent more time studying the Social Security Administration's biennial reports on Social Security Pro­ grams Throughout The World, which include workers' compensation programs. I also presented papers at two meetings of the International Insurance Society based on my Japanese and Social Security Adminis­ tration report research. Many participants urged further study in this area and offered to send me materials describing their nations' programs. The result is this study which I hope that readers will find interesting and worthwhile.

"International comparisons of economic institutions and government poli­ cies are fraught with difficulties. After1he selective barriers of language and culture are overcome, differences in programs and outcomes are far more subtle than those that can be revealed by highly aggregated national data. Rela­ tively ""soft"" comparisons are the norm in international comparative research. This is particularly true in comparative analyses of housing and the operation of housing markets. Housing markets are local or regional in character, and the effects of government programs on market outcomes depend upon important economic characteristics of the local environment. Moreover, the institutions that influence the production, distribution, and consumption of housing differ enormously across nations. The distribution of housing and the role of the market in provision depend upon historical and social factors as well. Aggregate national data are unlikely to allow for much depth in comparisons across societies. Yet in the absence of such comparisons, the very visibility of housing may lead to inadequate or erroneous generalizations. Photographs emphasing the aesthetics of ''well­ planned"" housing agglomorations or urban slums are compelling. Documen­ tation that middle-class households must wait in a queue for a decade to be housed is notably less graphic."
